Florida law

Official communication should have a public purpose.

Civic Welcome is designed around factual resident information. Each office must review its own authority before approving a mailing or using public funds.

Florida Statute 106.113

A specific rule for local government communications about ballot issues.

Section 106.113 restricts local governments from spending public funds on communications sent to electors concerning an issue, referendum or amendment on the ballot. It also says the restriction does not preclude the factual activities listed below.

The section does not provide blanket approval for welcome mail. It defines local government and does not address state legislative offices by its terms. Each office needs its own legal and procurement review.
